The preliminary investigation by OSP identified the involved citizens as Phillip Earl Kinstrand, age 70, of Vale, who was operating a northbound Pontiac G5, and Zachary Dean Piper, age 46, of Fruitland, Idaho, who was driving a southbound Freightliner commercial motor vehicle. Also in the Pontiac as a passenger was Kayla Diane Harlan, age 35, of Ontario, Oregon.
According to OSP’s initial findings, the crash unfolded when the northbound Pontiac entered the southbound lane for reasons that remain under investigation and struck the trailer of the southbound Freightliner.
