Willoughby, who also faces a misdemeanor bail jumping charge from a separate case in Washington County, is now at the center of a complex and deeply troubling criminal investigation.
The Incident
The deadly shooting took place at the busy intersection of 35th and Capitol Drive, just after nightfall. According to the criminal complaint, Markham-Flinn was stopped at a red light when a silver Chevrolet Cruze pulled up alongside him. Markham-Flinn was struck multiple times and fell out of his car, which then drifted across the intersection and crashed into a wall.
