China espionage sentencing reached its conclusion in a California federal court on Friday, October 30, 2026, when two men who admitted trying to recruit United States military personnel to spy for Beijing were jailed for 30 months each. Liren Lai and Yuance Chen, who pleaded guilty to acting as agents of China's Ministry of State Security, will also serve three years of supervised release after their prison terms, in a case the FBI presented as a blunt warning to foreign intelligence operations on American soil.

The sentences close a case that stretched back to at least May 2021 and ended with a coordinated FBI counterintelligence operation in June 2025. Prosecutors said the pair photographed Navy installations, gathered identifying information on American service members, and arranged secret cash payments in parking garages and lockers — the unglamorous tradecraft of an espionage campaign aimed at the United States Navy.

Key Points

• Liren "Ryan" Lai, 40, and Yuance Chen, 39, were each sentenced to 30 months in federal prison on October 30, 2026, in California.
• Both men pleaded guilty to acting as agents of China's Ministry of State Security without notifying the US Attorney General.
• The pair will also serve three years of supervised release after their prison terms.
• Prosecutors said their activities, running since at least May 2021, included photographing Navy bases and arranging cash "dead drop" payments of $10,000 and $20,000.
• The FBI's San Francisco Field Office led the investigation; the men were arrested on June 27, 2025.

What Happened

United States District Judge Jon Tigar imposed the sentences in federal court in California on Friday, bringing to an end a prosecution that the Justice Department had built around a straightforward charge: that Lai and Chen acted under the direction and control of a foreign government without telling American authorities, as the law requires. Both men pleaded guilty to conspiracy to act as agents of a foreign government without prior notification, and to acting as agents without notification, over the months that followed their arrests.

The conduct described by prosecutors was methodical rather than cinematic. The pair carried out clandestine intelligence activities in the United States that included facilitating "dead drop" cash payments in exchange for information related to the national security of the United States, the Justice Department said. In practice, that meant leaving money in lockers and parking garages in Livermore, Phoenix and San Francisco — payments of $10,000 and $20,000 recorded in the case — while gathering material on Navy personnel and installations.

The targets were specific. Prosecutors said Lai and Chen photographed Navy bases in Washington state and Southern California, collected identifying information on service members and civilian employees, and worked to find and recruit possible intelligence sources inside the United States military. The recruitment effort was the heart of the case: not the theft of a single document, but a sustained attempt to build a network of Americans willing to pass information to Beijing.

Background and Context

The operation began, according to the Justice Department, in at least May 2021. Lai, who arrived in the United States on a tourist visa, recruited Chen — a permanent resident — into the scheme, initially serving as the intermediary between Chen and intelligence officers before Chen was able to receive his orders directly from his handler. That progression, from recruited asset to direct contact, is a familiar pattern in counterintelligence cases: handlers build trust gradually, then cut out the middleman once the asset is reliable.

The Ministry of State Security, the agency the pair served, is China's civilian foreign intelligence and counterintelligence service, responsible for operations abroad as well as security at home. American prosecutors have brought a series of cases in recent years against people accused of acting for the ministry, often involving the recruitment of military personnel, the collection of technical information, or the cultivation of contacts inside government and industry. The Lai and Chen case fits that pattern, but its Navy focus and its use of physical cash drops give it a distinctly old-fashioned character in an age usually associated with cyber intrusions.

The investigation ended with arrests on June 27, 2025, during a coordinated FBI counterintelligence operation led by the bureau's San Francisco Field Office. The men then pleaded guilty over the following months, sparing the government a trial and themselves the prospect of longer sentences on wider charges. Friday's sentencing, more than a year after those arrests, reflects the time such cases take to move from guilty plea to punishment, as pre-sentence reports are compiled and both sides argue over the appropriate term.

China Espionage Sentencing: Why the FBI Framed It as a Warning

The FBI did not treat the sentencing as routine. Roman Rozhavsky, assistant director of the bureau's Counterintelligence and Espionage Division, issued a statement designed to travel: "Let this sentencing serve as a clear warning: If you attempt to jeopardise the safety and security of our service members, our citizens, or our nation, justice will find you." The language was deliberate — a message not only to the two men in the dock, but to handlers abroad and to anyone in the United States considering a similar approach.

United States Attorney Craig Missakian echoed that emphasis, presenting the sentencing as a warning to foreign adversaries seeking to compromise national security. The choice of messenger matters: counterintelligence cases are often announced quietly, with minimal public comment, because publicity can compromise sources and methods. When the FBI chooses to speak loudly, it is usually because deterrence is part of the point — the sentence is meant to be read by people who were not in the courtroom.

The 30-month terms themselves sit in the middle range for this kind of offence. Acting as an unregistered foreign agent is a serious federal crime, but the sentences reflect guilty pleas, the absence of a trial, and the specific conduct charged, rather than the maximum penalties available for espionage in its most severe forms. The three years of supervised release that follow will keep both men under federal supervision long after they leave prison, with conditions that typically restrict travel and foreign contacts.

Reactions and Quotes

"Let this sentencing serve as a clear warning," Rozhavsky said, adding that anyone who tried to endanger the safety of American service members, citizens or the country would face justice. The Justice Department's own account of the case stressed the clandestine nature of the pair's work, including the facilitation of dead-drop cash payments in exchange for information related to United States national security — a detail prosecutors clearly wanted understood, because it distinguishes intelligence work from ordinary criminal association.

Public reaction to the sentencing, as reflected in coverage of the case, focused less on the length of the terms than on the methods: cash in lockers, photographs of bases, and the recruitment of service members. Those details tend to unsettle precisely because they are low-tech. A cyber intrusion can feel abstract; a stranger photographing a Navy base and leaving $20,000 in a parking garage feels immediate, and it is a reminder that foreign intelligence work against the United States is not confined to computer networks.

Why It Matters

The case matters first for the Navy personnel at its centre. Recruitment operations succeed when a service member, civilian employee or contractor can be persuaded — by money, ideology, flattery or pressure — to hand over information that seems small in isolation but valuable in aggregate: names, schedules, capabilities, vulnerabilities. The Justice Department's emphasis on identifying information reflects that logic. No single name is a state secret; a list of names, roles and routines is an intelligence product.

It matters second as a measure of the current counterintelligence climate. The United States and China are engaged in a broad strategic rivalry, and intelligence collection is one of its quietest fronts. Cases like this one rarely change that rivalry on their own, but they accumulate: each prosecution signals what American investigators can see, each sentence signals what the courts will do, and each public warning signals that the government would rather deter the next operation than merely punish the last one.

It matters third because of who was recruited and how. Lai entered on a tourist visa and built the operation from inside the country; Chen, a permanent resident, became a direct contact for handlers abroad. That trajectory — from visitor to recruiter to handler's asset — is exactly the pattern counterintelligence officials warn about, and it explains why the FBI's San Francisco office, in a region dense with military installations and technology companies, led the investigation.

What Happens Next

For Lai and Chen, the immediate future is federal prison, followed by three years of supervised release. The conditions of that supervision, and whether either man faces immigration consequences after serving his sentence, were not detailed in the initial reporting of the sentencing, and those questions may be resolved in separate proceedings.

For the wider counterintelligence picture, the case is unlikely to be the last of its kind. The Justice Department continues to bring cases against alleged agents of foreign governments, and the FBI continues to warn publicly about recruitment efforts aimed at military personnel. The Lai and Chen sentencing will be cited in those warnings, as an example with names, dates and a prison term attached — which is, after all, the point of making an example of it.
