Dubuque diversity mural officials ordered a large tarp removed from the city's "Solidarity" mural before President Donald Trump spoke in Dubuque, Iowa, on Sunday, November 1, 2026, after the covering drew wide attention on social media the day before the rally. The city said it had not been asked about modifying the outside of the city-owned Five Flags Civic Center and had not authorised the tarp, and it ordered the private company that operates the centre to take it down.

The dispute turned a routine campaign stop into a debate about public art and local control. The mural, created in 2020 after nationwide protests over the death of George Floyd, shows 10 raised fists spelling out the word "SOLIDARITY" on the side of the building where Trump was scheduled to speak. By Sunday, the city said, the tarp was gone.

Key Points

• Dubuque officials said a tarp placed over artist Shelby Fry's "Solidarity" mural at the Five Flags Civic Center was removed before Trump's Sunday rally.
• The city said late Saturday that it was not asked whether the centre's exterior "could be modified and did not authorize the tarp."
• Local media reported that Oak View Group, which operates Five Flags, said it had not placed the tarp and that the work was done by Trump's advance team.
• KCRG-TV reported that Five Flags general manager Scott Hallgren said the White House goal was to provide exterior branding and put up a U.S. flag.
• The mural, 105 feet long and 28 feet wide, was commissioned by the city in 2020 and created with the help of 80 volunteers.

What Happened

The tarp gained wide attention on social media on Saturday, October 31, the day before Trump's appearance, after it was draped over Fry's mural on one side of the Five Flags Civic Center, according to the Des Moines Register. The mural faces Dubuque's Main Street next to the centre's entrance, so a covering placed over it was immediately visible to people passing through downtown.

Late on Saturday, the city issued a statement that left little room for doubt. It said it was not asked if the exterior of the Five Flags Civic Center could be modified and did not authorise the tarp. It said it had ordered Oak View Group, the private management company that operates the centre, to remove the tarp, and that the company had done so.

"The facility rental agreement for the Sunday, Nov. 1, event does not include any authority to modify the exterior of the facility," the city said. That sentence became the heart of the city's case: whatever the rental covered inside the building, it did not extend to changing the outside of a city-owned building.

Dubuque Diversity Mural: What the Tarp Covered

The mural is far more than decoration on a civic building. At 105 feet long and 28 feet wide, it covers one side of the centre and depicts 10 raised Black, brown and White fists, each bearing a letter on the wrist. Together, the letters spell out the word "SOLIDARITY." The stylised letters also include symbols such as a Pride rainbow and emblems for disability rights, mental health and gender diversity, according to the Register.

The mural is bordered on one side by the five flags that have flown over Iowa's oldest city at various times in its history, topped by the current U.S. flag — a detail that made the reported plan to put up a U.S. flag over the work especially pointed for critics of the tarp. Fry, an Iowa State University graduate, created the mural in 2020 with the help of 80 volunteers. In a statement that year, she said it was inspired by the diverse crowds that came together across the nation to protest in the wake of the 2020 death of George Floyd, a Black man, at the hands of Minneapolis police.

Background and Context

Trump's Dubuque rally was the first stop on a two-state swing on the final Sunday before Tuesday's midterm elections on November 3, 2026. He held a rally in Sioux City on October 22, and the Dubuque event was his second Iowa rally in the closing stretch. From Dubuque he was scheduled to travel to Salina, Kansas, for a second rally on Sunday evening.

The Iowa and Kansas rallies had themselves been briefly cancelled and replaced by tele-rallies, then restored after Republicans in both states asked Trump to come in person. In Iowa, Republican Representative Ashley Hinson is running against Democratic state Representative Josh Turek for the Senate seat being vacated by retiring Senator Joni Ernst. In Kansas, Republican Senator Roger Marshall faces Democrat Adam Hamilton in a race that has become unexpectedly competitive in a state that last elected a Democratic senator in 1932.

Reactions and Quotes

The city's statement was the clearest official reaction, and its language was deliberately narrow: it did not accuse any individual by name, but it said the city had not been asked and had not authorised the change. By ordering Oak View Group to remove the tarp and confirming that the company had done so, the city resolved the immediate dispute before the rally began, without waiting for a court or a campaign negotiation to play out in public.

Why It Matters

The incident matters for three reasons that go beyond one tarp on one building. First, it is a test of who controls a public venue during a private campaign rental. Cities routinely rent civic centres for rallies and concerts, and the Dubuque case shows how quickly a dispute can arise when a campaign wants to change the look of a public building for television and photographs. The city's answer — the rental agreement did not include the exterior — is likely to be cited by other cities the next time a campaign asks for similar changes.

Second, it matters because the artwork is not neutral decoration. A mural created in 2020 to mark a moment of protest and local reckoning carries meaning for the people who painted it and the city that paid for it. Covering it, even for a few hours, was read by many residents as a statement about which symbols belong in public view during a presidential visit. Third, it matters politically because of timing: two days before an election in which control of Congress is at stake, a story about a diversity mural in Iowa travels far beyond Iowa, giving each side a vivid example for its wider argument.

What Happens Next

The immediate next step is the election itself. Trump's Dubuque and Salina rallies were his final in-person stops before Tuesday's vote, and attention now turns to turnout, early-vote totals and results in the Senate races in Iowa, Kansas, Michigan, Alaska and other battlegrounds. For Dubuque, the next question is whether the city tightens its rental rules so a future agreement spells out, in plain language, what a renter may and may not do to the exterior of Five Flags. For the mural, the next chapter is simpler: it remains on the side of the centre, facing Main Street, as it has since 2020.
