President Donald Trump closed his midterm campaign at the Trump Salina rally in Kansas on Sunday, November 1, 2026, ending a two-stop final weekend with an economic pitch, a defence of the war with Iran and a boast that the United States spies on China and Russia "even better" than they spy on America.

Key Points

• President Donald Trump closed his midterm campaign at the Trump Salina rally on November 1, 2026, his last in-person campaign stop before Election Day on November 3.
• At Salina, Trump told voters inflation over the last three months was 1.7 per cent, said he had stopped Iran obtaining a nuclear weapon, and predicted oil prices would plunge when the war ends.
• In Dubuque, Iowa, earlier on Sunday, Trump brushed aside worries about Chinese and Russian espionage, saying the United States spies on them too, "but we do it even better".
• Trump also defended the Iran war in Dubuque, saying Iran had been left with no radar, no anti-aircraft weaponry and no leaders to negotiate with.
• The Kansas stop was aimed at helping Republican Senator Roger Marshall, who faces Democrat Adam Hamilton in a race that has become unexpectedly close.

What Happened

Trump spoke for just over two hours in Dubuque, Iowa, before flying to Salina, Kansas, for the last rally of his midterm campaign. Air Force One flew over the Salina rally at about 7:44 p.m. Eastern Time and landed at about 7:51 p.m., according to live updates from The Capital-Journal, which was covering the event at Salina Regional Airport.

The Salina programme had begun at about 5:30 p.m. Central Time in Hangar 509 at the airport, with a series of Kansas Republican speakers warming up the crowd before Trump arrived. Supporters had lined up hours early under overcast skies, with temperatures of about 64 degrees, food trucks on site, a merchandise booth and big screens showing the football game between the Kansas City Chiefs and the Denver Broncos.

At Salina, Trump returned to the economy, the issue Democrats have tried to make the centre of the closing days. "Your inflation for the last three months is 1.7 per cent way down. I inherited high prices from sleepy Joe Biden. I didn't cause it," he said, according to the IANS report of the rallies. The report does not independently verify the inflation figure, and it is reported here as Trump's claim to his supporters, not as an official statistic.

"I stopped Iran from having a nuclear weapon," he said at Salina, adding that "the oil is much lower than it was for Biden, much lower than it was for Barack Hussein Obama." Then came the prediction that tied the war to household costs: "When that war is over, it's going to come plunging," he said of oil, describing higher fuel prices as "a very small price to pay for the security of this country and for the world."

The earlier Dubuque speech supplied the day's most quoted lines. Brushing aside concerns about Chinese and Russian espionage, Trump told the Iowa crowd: "Somebody said, China's spying on us, sir. I said, yeah, and we're spying on them, too. Don't worry about it." He went on: "China, Russia, they're spying on us, sir. I said, that's true. And we're doing it to them also. But we do it even better. So don't worry about it."

On Iran, Trump told Dubuque supporters: "We didn't start it. We're finishing it. We're beating the crap out of them." He said Iran had been left without military capacity or anyone to negotiate with. "They have no radar. They have no anti-aircraft weaponry. They have no leaders," he said. "We might have gotten a little far with the leaders. There's nobody to talk to. I'm trying to find somebody to talk to. Nobody wants to be president."

Trump Salina Rally: The Final Stop

The Salina rally was Trump's last campaign stop of the 2026 midterm cycle, and its setting underlined why it mattered. The event was held at Salina Regional Airport, about 110 miles west of Topeka, in a venue seating at least 2,000 people, according to the Associated Press. It came after a week in which the Kansas Senate race, once seen as safe for Republicans, had become the most expensive contest in Kansas history.

Democrats have poured 62 million dollars into television and digital advertising in the Kansas race, according to the ad-tracking firm AdImpact, cited by the Associated Press, while Marshall and Republican groups have spent 43 million dollars, bringing total advertising spending to 105 million dollars. Methodist megachurch pastor Adam Hamilton is bidding to become the first Democratic candidate in Kansas to win a Senate race in 94 years; a Democrat has not won a Senate race in the state since 1932.

The Kansas speakers who preceded Trump made the stakes explicit. Senate President Ty Masterson, the Republican nominee for governor, told the crowd: "This isn't about an individual candidate. This is about the direction of this country and this state." Senator Jerry Moran said: "This election is about control of the United States Senate," and warned that the Kansas result could determine whether Republicans spend the next two years advancing their agenda or blocking Democratic initiatives.

Marshall himself invoked the late Senator Bob Dole, saying: "Bob Dole called himself one of the most optimistic men in America. Tonight, I'm saying I might be the second most optimistic in America after Bob Dole." He told voters that every economy is built on agriculture, manufacturing and mining for oil and gas, and that "Kansas is blessed with all three of those." He also praised Salina's own recovery, noting that the city had tripled its housing permits, with 900 new homes in Saline County, and added more than 200 childcare places through churches, businesses and neighbours.

Democrats answered before Trump even arrived. Hamilton said in a video message: "I will work across the aisle to do what's best for the people of our state. I'll be a senator who listens and cares." Cindy Holscher, the Democratic nominee for governor, said: "Kansans are paying 4 dollars for gas and 6 dollars for diesel because of a war no one asked for, our farmers and small businesses are being squeezed by reckless tariffs, and our hospitals are being pushed to the brink thanks to this Administration's cuts to health care."

Background: A Restored Final Weekend

The Dubuque and Salina rallies almost did not happen. Republicans abruptly cancelled both stops late on Thursday, announcing instead a series of shorter tele-rallies, before restoring them on Friday. Trump had dismissed suggestions that health or fatigue prompted the change, and a source close to the administration told Al Jazeera on Friday that Trump would headline the previously cancelled rallies in person.

The trips also marked Trump's return to the campaign trail after taking a break at his Mar-a-Lago club in Florida on Saturday. He has spent weeks campaigning across multiple states, focusing largely on states he previously won by wide margins, as voters, including previous supporters, question the economic fallout of his tariff policy and the war in Iran.

The espionage remarks landed against a specific backdrop. On October 30, the US Department of Justice announced that two Chinese nationals, Liren "Ryan" Lai, 40, and Yuance Chen, 39, had each been sentenced to 30 months in prison for conspiring to act as agents of the Chinese government without notifying the US Attorney General. The FBI arrested both defendants on June 27, 2025, following a counterintelligence investigation. Reports of Trump's Dubuque remarks noted that context, but the sentencing case concerned acting as unregistered agents, not the espionage activity Trump was discussing in general terms.

Trump's closing message in both states was aimed at the same audience: Republican voters who need a reason to turn out on Tuesday, and swing voters worried about prices. In Dubuque, he campaigned for Republican Senate nominee Ashley Hinson, who faces Democrat Josh Turek for the seat being vacated by retiring Senator Joni Ernst. His two-hour Dubuque speech was unusually long even by his standards, and it ranged from the Michigan Senate race to trade with Canada to the weight loss of his Iowa candidate.

Reactions

The crowd in Salina, which had waited through hours of Kansas Republican speeches, heard a closing argument built on three claims: that prices are falling, that the Iran war is being won, and that American power, including its intelligence power, is unmatched. The applause lines were the spying boast and the oil prediction, both framed as reassurance: do not worry about rivals spying, do not worry about fuel prices, because the United States is stronger and the war will end.

Democrats offered a different closing argument before the rally and in the final polls. The NBC News final poll, released on November 1 and covered in detail on this site, put Democrats ahead of Republicans 52-45 for control of Congress, with Trump's disapproval at 60 per cent, the highest in NBC polling across both his terms. Independents backed Democrats by 21 points in that poll, and the most engaged voters by 12 points.

In Kansas, the Democratic response focused on kitchen-table costs rather than foreign policy. Holscher's statement tied gas and diesel prices directly to the war, and Hamilton's promise to work across the aisle was aimed at Republican voters uneasy with the party's direction. The contrast captures the final 48 hours of the campaign: Trump asking voters to trust that prices will fall when the war ends, Democrats asking voters to judge the prices they are paying now.

Republican speakers in Salina framed the choice as one about Senate control. Moran's warning that Kansas could decide whether Republicans advance their agenda or spend two years blocking Democratic initiatives was the local version of the national message Trump has carried all autumn: that Tuesday is not just about individual candidates, but about who governs for the next two years.

Why It Matters

It matters because Salina was the last word. In a midterm campaign, the final in-person rally is where a president tries to set the terms of Election Day, and Trump used his to link three issues that have defined his second term: the economy, the Iran war and American strength against China and Russia. Voters in Kansas, Iowa and the other battlegrounds will hear that message, or its Democratic rebuttal, as they decide whether to vote on Tuesday.

It matters because Kansas should not have been this close. A state that last elected a Democratic senator in 1932, now hosting the most expensive Senate race in its history, with 105 million dollars in advertising, is a measure of how far the political map has shifted during the Iran war and the tariff fight. If Marshall wins narrowly, Republicans will say the final rallies worked. If Hamilton wins, it will be read as a shock that reshapes the Senate map.

It matters because the spying boast, delivered casually at a campaign rally, is also a statement about how the president talks about intelligence. Saying publicly that the United States spies on China and Russia "even better" than they spy on America is the kind of remark that allies and adversaries both note, and it came days after a Justice Department sentencing that underlined how seriously Washington treats foreign-agent activity on American soil.

What Happens Next

Americans vote on Tuesday, November 3, 2026. All 435 House seats and 35 of the Senate's 100 seats are on the ballot. Republicans currently hold a 53-47 Senate majority and a narrow edge in the House, and Democrats need a net gain of at least four seats to take the Senate. More than 53 million Americans had already cast early ballots by Sunday afternoon, according to the University of Florida Election Lab, a record for a midterm.

Trump is due to speak at the Reflecting Pool near the Lincoln Memorial in Washington on Monday, hours before polls open, in a final address that was already planned when he left Kansas. That speech, not the Salina rally, will be his last public message before voting begins, and it is expected to return to the same themes: the economy, the Iran war and turnout.

For Marshall and Hamilton, the final hours are about turnout in a race neither side expected to be this tight. For Hinson and Turek in Iowa, the Dubuque rally was the closing push. And for the country, Tuesday will answer the question both campaigns have been asking all autumn: whether voters reward a president who says prices will fall when the war ends, or punish him for the prices they are paying while it continues.
