Brevard schools closed Tuesday, November 3, after a historic deluge turned roads into rivers across Florida's Space Coast, and the county's message to families on Monday evening was blunt: stay home, stay off flooded roads, and expect another disrupted day. Brevard Public Schools said all of its campuses and offices would remain shut on Tuesday while officials assessed flooding and building safety, with schools expected to resume on Wednesday, and colleges, Catholic schools and city services across the county announced closures of their own.

Key Points

• Brevard Public Schools closed all campuses and offices on Tuesday, November 3, after closing on Monday, with a return expected on Wednesday.
• Florida Tech, Eastern Florida State College and the Diocese of Orlando's Brevard schools also cancelled Tuesday classes, and parts of the Florida Tech campus lost power.
• The City of Melbourne issued a precautionary boil-water notice for all its water customers, including customers in the City of West Melbourne.
• Southern Brevard County recorded about 20 inches of rain in 24 hours, which the National Weather Service described as a one-in-1,000-year event.
• Deputies helped more than 100 people caught in rising water, airboats pulled at least seven residents from homes in West Melbourne, and no evacuation orders had been issued.

What Happened

The Tuesday closures were announced on Monday evening as the rain eased but the water did not. Brevard Public Schools said the district would use Tuesday to continue assessing flooding and building safety across its campuses, a decision that followed a Monday closure forced by the same storm. Florida Today reported that the district expected operations to resume on Wednesday, although that plan depended on conditions at individual schools.

Florida Tech announced that all classes and campus activities were cancelled on Tuesday as the university worked to clear flood debris. The university said some parts of its campus were without power and advised students to boil water before drinking it. Eastern Florida State College said it would remain closed on Tuesday and would continue monitoring conditions across its four campuses. The Diocese of Orlando said all of its Brevard schools would be closed on Tuesday, including St. Mary Catholic School and Melbourne Central Catholic School.

The closures extended beyond Brevard: DeSoto County schools will be closed on November 3 and 4, and Hardee County schools on November 3.

Background/Context

The flooding was the product of a slow-moving, moisture-laden system that stalled over the Florida peninsula and poured rain over the same communities for days. Rain fell across Brevard from Sunday night into Monday, and the south of the county took the worst of it. Southeastern Palm Bay, Grant-Valkaria and parts of Malabar received about 20 inches of rain in a 24-hour period, while gauges in southern Brevard recorded 16 to 22 inches by Monday afternoon.

At the height of the storm, the National Weather Service issued a flash flood emergency for West Melbourne, Palm Bay and Grant-Valkaria, warning of extremely dangerous and life-threatening conditions and urging residents to seek higher ground. The emergency was later downgraded to a considerable flash flood warning, but forecasters stressed that flooding impacts continued. Melbourne's airport recorded about 13 inches of rain over two days, its wettest day on record, beating the mark set during Hurricane Irma.

Governor Ron DeSantis declared a state of emergency on Monday for seven counties: Brevard, DeSoto, Hardee, Highlands, Indian River, Martin and St. Lucie. The order, Executive Order 26-227, runs for 60 days. Because the general election falls on Tuesday, November 3, it also sets out a process for county elections supervisors that cannot fully meet certain polling-place requirements to propose substitute measures, subject to approval by the Florida secretary of state.

Brevard Schools Closed Tuesday: What Families Need to Know

For Brevard families, Tuesday is a second lost school day, not a fresh emergency in itself. The district's reason is practical rather than dramatic: floodwater has to recede, buildings have to be checked, and roads have to be safe enough for buses and parents before classrooms reopen. Families were told to watch district announcements for Wednesday, because a county-wide reopening date does not guarantee that every campus will be ready at the same time.

Water safety is the other household question. Melbourne's precautionary boil-water notice covers all City of Melbourne water customers, including customers in the City of West Melbourne, and residents should boil tap water before drinking, cooking, making ice, brushing teeth or washing dishes until the notice is lifted. In Palm Bay, a water main break along Port Malabar Boulevard NE forced the city to shut off water to some customers because flooding kept crews from making repairs, and a boil-water notice was planned for affected homes.

Reactions/Quotes

Brevard County Emergency Management spent Monday urging residents to stay off the roads after dark and to turn around rather than drive through flooded streets, as water covered major routes including U.S. Route 192 in Melbourne. The National Weather Service in Melbourne warned that one to two more inches of rain was possible and that any extra rain could worsen lingering flooding, even as skies were expected to clear by midweek.

The county's emergency operations director, John Scott, said sections of south Brevard had received 15 to 20 inches of rain. Sheriff's deputies helped more than 100 people caught in rising water, according to Brevard Emergency Management spokesperson Don Walker, and airboats pulled at least seven residents from homes at the Wingate subdivision in West Melbourne. The Red Cross opened a shelter in Cocoa.

Why It Matters

A school closure is the clearest single measure of how far this flood reached into everyday life. When a district closes every campus for two days, it means the problem is not one flooded road or one damaged building, but a county-wide network of impassable streets, soaked facilities and disrupted utilities. The boil-water notice and the power losses at Florida Tech show the same point from a different angle: the rain did not just fall on Brevard, it strained the systems that homes and schools depend on.

The timing adds a second layer. Tuesday is Election Day, and the governor's emergency order specifically anticipates that some polling places may not be usable in the normal way. Voters in Brevard were advised to check with the county Supervisor of Elections for any Election Day changes before setting out, rather than driving through standing water. Thirty-four Florida counties were under flood watches or warnings on Monday, and east-central Florida, including Brevard, remained under a flood watch into Tuesday morning.

What Happens Next

The immediate question is whether Brevard schools can reopen on Wednesday as expected. That depends on building inspections, power restoration and road conditions at each campus, and the district has not promised that every school will reopen on the same day. The flood watch for the county ran until 10 a.m. on Tuesday, and forecasters said rain would linger into Tuesday before skies cleared midweek, so residents should expect some roads to remain closed even after the rain stops.

Water notices will lift only after testing confirms the supply is safe, so Melbourne and Palm Bay customers should keep boiling water until their city says otherwise. Election officials will confirm whether any Brevard polling places have moved or changed procedures under the emergency order. The next updates that matter most are therefore three practical announcements: which schools reopen Wednesday, when the boil-water notices end, and where Brevard voters should go on Election Day.
