All 69 victims of Spain's deadly train collision near Urda have been identified, Spanish authorities said on Monday, November 2, 2026, closing the forensic chapter of one of Europe's worst rail disasters this century. The announcement came as the government prepared an emergency aid package for victims' families and Transport Minister Óscar Puente prepared to face lawmakers over his handling of the crash.

Spain's Integrated Data Centre confirmed the provisional death toll remains 69, including 54 Spanish nationals and 15 foreigners. The victims, all adults, included 40 men and 29 women. The foreign victims included four Americans, two Australians, two Japanese and one each from Argentina, Canada, the Czech Republic, France, Mexico, Portugal and Tunisia. Twenty-nine injured people remain in hospital.

Key Points

• All 69 victims of the October 28 Urda high-speed train collision have been identified, authorities said November 2.
• The toll includes 54 Spanish nationals and 15 foreigners, among them four Americans; 29 injured people remain hospitalised.
• All carriages from the two trains have been removed from the tracks, according to Civil Guard sources cited by EFE.
• Spain's cabinet was due on Tuesday to approve an aid package doubling payouts under compulsory passenger insurance.
• Transport Minister Óscar Puente faces lawmakers on Tuesday over the crash, amid calls for his resignation.

What Happened

The collision happened on Wednesday, October 28, when a Renfe high-speed service travelling from Madrid to Seville ploughed into the rear of a stationary Iryo train near Urda, in Toledo province, about 130 kilometres south of Madrid. More than 540 people were on board the two trains: 397 on the Renfe service and 146 passengers plus one baby on the Iryo train.

Identifying the dead has taken almost a week of forensic work. The Institute of Legal Medicine and Forensic Sciences of Toledo and Ciudad Real completed the process, with 56 victims identified through fingerprint analysis by the Civil Guard's Criminalistics Service and the remaining 13 through DNA testing by the National Institute of Toxicology. The final three identifications, announced late on November 2, were two Australians and a Japanese citizen, closing three missing-person reports that had remained active.

Relatives endured an agonising wait as forensic teams worked, sometimes identifying victims from individual body parts. A legal body set up to handle the identification work, made up of police and forensic experts, issued updates as each group of victims was confirmed, and families were notified as identifications were completed.

Background: A Signalling Failure on the Madrid-Seville Line

Transport Minister Óscar Puente has said a computer failure knocked out the signalling system on the morning of the crash, halting six moving trains on the line. He said a subsequent control-centre order allowed the Renfe train to resume its journey, and investigators have estimated its impact speed at 160 to 200 kilometres per hour.

The disaster was Spain's second high-speed train collision of 2026 on the same line. In January, a crash near Adamuz in Andalusia killed 46 people, and the October disaster has raised fresh questions about rail safety and about the delayed rollout of the European Rail Traffic Management System (ERTMS) on the line, which government contracts show is behind schedule.

The crash is also Spain's deadliest rail disaster since 2013 and one of the worst in Europe this century. Three days of national mourning were declared, and a memorial Mass was held at San Juan Bautista church in Urda for the victims, with residents and local officials packing the pews.

Spain Train Crash Victims Identified as Aid Package Readied

Prime Minister Pedro Sánchez said on Monday that the government would approve an aid package doubling payouts for crash victims under compulsory passenger insurance, advancing compensation payments and improving temporary incapacity cover. The cabinet was due to meet on Tuesday to approve the package.

After the cabinet meeting, Puente is also expected to present new safety measures. Spanish newspaper El País, citing unidentified sources, reported that measures under consideration included imposing a 40 kph speed limit when a train must rely on the driver's vision to see obstacles ahead because a signal system has failed.

Puente will face questions from lawmakers at 5 p.m. local time on Tuesday before the Permanent Deputation, a reduced caretaker legislature with limited powers between parliamentary terms ahead of a general election on November 29. The crash has sparked widespread calls for his resignation, including from coalition allies, and the hearing is expected to be one of the most closely watched parliamentary sessions of the year.

Reactions and Quotes

Puente has previously defended his handling of the disaster, saying on Friday that the signalling computer failure caused the stoppages and that the control-centre order to resume was part of the established procedure. Critics, including opposition parties and some coalition partners, argue that trains should never have been allowed to proceed at speed without a working signal system.

Sánchez has framed the aid package as a matter of restoring confidence. In his words, the goal is restoring shattered confidence in a rail network that millions of Spaniards rely on every day, and making sure families do not wait months for the compensation they are owed.

Why It Matters

Identifying all 69 victims ends the uncertainty that compounded families' grief, including the families of the 15 foreign victims across four continents. With all carriages removed, the line can be restored and the investigation can focus on systems, not wreckage.

Politically, the crash has become a test of accountability weeks before a general election. Whether Puente survives the hearing, and whether the aid package and safety measures satisfy victims' families, will shape the campaign debate about public infrastructure and government competence.

What Happens Next

Puente's appearance before the Permanent Deputation on Tuesday afternoon will set the tone for the political aftermath, and the cabinet's aid package will determine how quickly families receive compensation. Investigators will continue their work into the signalling failure, the control-centre order and the delayed ERTMS rollout, with their findings likely to influence both the criminal inquiry and the safety reforms that follow.
