Americans went to the polls on Tuesday, November 3, 2026, for the most expensive midterm elections in United States history. OpenSecrets projected on October 30 that total federal spending on the 2026 midterms will reach $11.9 billion, a record that would surpass even the spending on congressional races in the 2024 presidential election cycle. More than $9.5 billion had already been spent by mid-October, according to Federal Election Commission filings analysed by OpenSecrets, with political action committees and super PACs accounting for about $5.5 billion of that total.

Key Points

• OpenSecrets projects total 2026 midterm spending of $11.9 billion, the most expensive midterm on record.
• That is $1.7 billion more than 2022 after adjusting for inflation, when spending totalled $8.9 billion.
• More than $9.5 billion had already been spent by mid-October, including about $5.5 billion through PACs and super PACs.
• Outside spending is expected to reach $3.9 billion, up 85 percent from $2 billion in 2022.
• Elon Musk is the largest individual donor, giving about $446 million to $483 million, mostly to Republican causes.

What Happened

OpenSecrets, the nonpartisan organisation that tracks money in American politics, published its projection days before Election Day, drawing on FEC filings and its own analysis of campaign finance data. Its headline figure covers all federal spending on the midterms: candidate campaigns, party committees, outside groups and other political spending. The projection matters because it separates the total cost of the election from advertising alone. A separate AdImpact tracker had already put advertising spending on course for about $11.6 billion, but OpenSecrets measures the wider bill for running, contesting and influencing federal races.

The comparison with 2022 underlines the scale of the jump. The last midterms cost $8.9 billion in nominal terms, or $10.2 billion after adjusting for inflation. The 2026 projection of $11.9 billion is therefore $1.7 billion above the inflation-adjusted 2022 figure. It also exceeds congressional spending in 2024, a presidential year when turnout and attention are normally higher.

The money was already flowing well before Election Day. By mid-October, more than $9.5 billion had been spent, with PACs and super PACs responsible for about $5.5 billion. Outside spending, money spent by groups other than candidates and parties, is expected to reach $3.9 billion, up 85 percent from $2 billion in 2022. Dark-money contributions, where the original donor is not disclosed, had already reached a record $1.47 billion, above the $1.35 billion record set in 2024.

Background and Context

Midterm elections decide all 435 seats in the House of Representatives, 35 of the 100 Senate seats and governorships in 36 states. Republicans entered Election Day holding narrow majorities in both chambers, so control of Congress, and with it the legislative agenda for the second half of President Donald Trump's term, was at stake. That high-stakes context helps explain why donors, parties and outside groups spent so heavily, and why a small number of Senate and House races attracted sums that would once have funded entire statewide campaigns.

2026 Midterm Election Spending

The 2026 midterm election spending record is driven less by one race than by the sheer breadth of contests attracting national money. AdImpact counted $573.2 million in advertising for the Texas Senate race alone, one of the most expensive single races in American history, and projected $11.6 billion in political advertising for the cycle as a whole, above the $11.2 billion spent on advertising in 2024. When advertising, candidate operations, party spending and outside activity are combined, OpenSecrets' $11.9 billion total follows.

Elon Musk stands out even in that context. OpenSecrets and related reporting put his giving at about $446 million to $483 million, mostly to Republican causes, including $216 million to America PAC and $168 million to the Senate Leadership Fund. That makes him the largest individual donor of the cycle by a wide margin. His spending has drawn attention not only for its size but for its concentration: a single donor's contributions now rival the entire outside spending of many previous cycles.

Other donors also spent at historic levels, but the pattern is clear: outside spending grew faster than candidate spending, dark money set a new record, and voters faced more advertising, mail and digital targeting than in any previous midterm.

Reactions and Analysis

Campaign finance researchers have pointed to the OpenSecrets figures as evidence of a structural change rather than a one-off surge. The growth in outside spending, up 85 percent from 2022, and the new dark-money record suggest that disclosure rules and spending limits are struggling to keep pace with the ways money now enters elections. Analysts note that dark money, by definition, leaves voters unable to see who is paying for the messages they receive, a transparency problem that has grown with each cycle.

Why It Matters

The $11.9 billion figure matters for reasons beyond the record itself. First, it shows how much of American politics is now funded outside the traditional candidate and party system, with consequences for accountability: outside groups cannot be voted out, and their donors are not always disclosed. Second, it raises the cost of running for office, potentially discouraging candidates who cannot attract national money. Third, it shapes what voters see and hear, because the races with the most money are also the races with the most advertising.

Winners may also face pressure, real or perceived, to reflect the priorities of the groups and donors who supported them, a dynamic central to the debate the OpenSecrets figures will intensify.

What Happens Next

Final spending totals will not be known until after Election Day, when candidates, parties and outside groups file their post-election reports with the FEC. OpenSecrets will update its projection as those filings arrive, and the final figure could move above or below $11.9 billion. The results will show whether record spending changed control of Congress.

Longer term, the 2026 cycle is likely to become a reference point in the campaign finance debate, raising fresh questions about disclosure and the role of a few very large donors.
