Voters across the United States used the 2026 midterm ballot measures to settle some of the country's most contested questions directly, backing abortion rights in Missouri and Virginia, rejecting a Republican-drawn congressional map in Missouri, and approving a major property tax break in Florida. The results, from 145 ballot questions decided in more than three dozen states on Tuesday, November 3, 2026, cut across party lines and showed voters willing to split their ballots between candidates and causes.

While the races for the House, Senate and governors drew most of the attention, the ballot measures may prove just as consequential. Constitutional amendments approved on Tuesday are far harder to undo than ordinary laws, and several of them lock in abortion protections, voting rules and tax policy for years. In Missouri, voters delivered two rebukes in a single night, and in Virginia they wrote reproductive freedom into the state constitution.

Key Points

• Missouri voters defeated an amendment that would have reimposed abortion restrictions and banned certain medical procedures for transgender minors, reaffirming the state's 2024 abortion-rights vote.
• Virginia voters approved an amendment creating a fundamental right to reproductive freedom, covering abortion, contraception and fertility care.
• Missouri voters rejected a Republican-drawn House map designed to add a GOP seat in the Kansas City area, while Maryland voters approved a path to new congressional districts in 2028.
• Florida voters approved a major property tax break, tripling the homestead exemption for non-school taxes from $50,000, with the exemption rising to $250,000 in 2028.
• Nebraska voters added existing transgender medical restrictions to the state constitution, while California and Colorado defeated new voter ID mandates and Ohio passed one.

What Happened

On Election Day, voters in more than three dozen states decided 145 ballot questions, ranging from abortion and redistricting to taxes, voting rules and transgender health care. The results arrived alongside the Democratic sweep of Congress, but the ballot measures told a more complicated story.

In Missouri, the abortion question was the most closely watched of the night. The proposed amendment would have replaced the 2024 abortion-rights protection with a far narrower regime, allowing abortion only for medical emergencies, fatal fetal anomalies, or rape or incest up to 12 weeks, and banning certain medical procedures for transgender minors. Voters defeated it, leaving the 2024 protections in place.

Virginia moved in the opposite direction from restriction, approving a constitutional amendment creating a fundamental right to reproductive freedom, covering abortion in the first two trimesters as well as contraception and fertility care. Unlike a statute, the amendment embeds the protection in the state constitution, making it far more durable.

On redistricting, Missouri voters rejected the Republican-drawn House map designed to add a GOP seat in the Kansas City area. The map had been used in the August primary but was barred from reuse unless voters approved it, and they did not. Maryland voters approved a constitutional amendment paving the way for new congressional districts in 2028, a measure backed by former President Barack Obama as a way to counter President Donald Trump's redistricting push.

Background and Context

Florida's tax question grew out of a special session called by Governor Ron DeSantis. It triples the homestead exemption for non-school taxes from $50,000, rising to $250,000 in 2028, cutting bills for many homeowners but also reducing city and county revenue. Local officials warned it could force cuts to police, fire, library and parks services, a warning voters set aside.

2026 Midterm Ballot Measures Results: Abortion Rights Hold Firm

The abortion results were the clearest pattern of the night. In Missouri, voters refused to trade away a right they had only just approved, and in Virginia they expanded protection into the constitution. Together, the two results suggest abortion remains potent for voters even two years after the 2024 election, and that ballot questions, rather than candidate races alone, are where many voters express their views on it.

Elsewhere, the picture was mixed. Nebraska voters approved adding existing transgender medical restrictions to the state constitution, a win for supporters of those limits. California and Colorado voters defeated new voter ID mandates, with California's proposal requiring government identification in person or the last four digits of an identification number by mail, while Ohio passed a voter ID constitutional measure and North Carolina's measure was leading. The split shows voting rules, like abortion, are now decided state by state, with no national consensus.

Reactions

Supporters of abortion rights treated the Missouri and Virginia results as confirmation that voters, given a direct choice, will protect access. Missouri campaigners argued the 2024 vote reflected the state's settled view, and Tuesday's outcome strengthened that claim. In Virginia, supporters said the amendment would protect not only abortion but also contraception and fertility care.

On redistricting, Maryland's approval was welcomed by Democrats who argued the party needed its own response to Republican map-drawing. Former President Barack Obama's backing for the Maryland measure, framed as a way to stop President Trump, gave it national attention and tied a state constitutional question to the broader national fight over House control. In Missouri, the rejection of the Republican map was a setback for a strategy that had aimed to lock in an additional GOP seat.

Why It Matters

Ballot measures matter because they are difficult to reverse: a legislature can repeal a statute in a single session, but a constitutional amendment requires another statewide vote to undo. The abortion protections approved or preserved on Tuesday will therefore shape policy in Missouri and Virginia for years. The redistricting results matter likewise: in a closely divided House, even a single seat can decide control.

What Happens Next

In the coming weeks, states will certify the results and begin implementing the approved measures. Virginia's amendment will take effect as constitutional law, Missouri's existing abortion-rights amendment remains in force, and the rejected map will not be used again. Florida's local governments will plan for the revenue change, and Maryland's legislature will prepare for the 2028 redistricting process.
