Two people are dead and hundreds were rescued after a record deluge described as a one-in-1,000-year rain event swamped Palm Bay, Florida, leaving parts of Brevard County under water for a third day, police and city officials confirmed on Tuesday, November 3, 2026.

Key Points

• Palm Bay police confirmed Joshua Bennett, 34, was found dead in his truck in a flooded part of southeast Palm Bay along San Filippo Road; family members said he died around 9 a.m. on Monday, November 2.
• Palm Bay Mayor Rob Medina reported a second death at a Tuesday afternoon press conference, identifying the victim as Archie Richards, 78, and said he was not sure whether further loss of life would be reported.
• More than 160 people were rescued by Brevard County sheriff's deputies and Florida Fish and Wildlife officers on Monday alone, with hundreds rescued overall using boats and high-water vehicles.
• Palm Bay recorded 19.75 inches of rain and parts of southern Brevard County received more than 20 inches between Sunday, November 1, and Monday, November 2.
• Brevard Public Schools remained closed on Wednesday, November 4, a third consecutive day, because of campus damage, flooded roads and water outages.

What Happened

Palm Bay police said Joshua Bennett, 34, who had gone missing during the record rains, was found dead in his truck in a flooded section of southeast Palm Bay along San Filippo Road. His family said he died around 9 a.m. on Monday, November 2, as the heaviest rain was falling on the city. Police did not release further details about how his vehicle came to be in the flooded area.

The second death was announced hours later. At a press conference on Tuesday afternoon, Palm Bay Mayor Rob Medina reported that Archie Richards, 78, had died, giving no details about the circumstances and saying he was not sure whether further loss of life would be reported as waters receded and damage assessments continued. The rescues, meanwhile, are counted in the hundreds: more than 160 people were rescued by Brevard County sheriff's deputies and Florida Fish and Wildlife officers on Monday alone, with crews using boats and high-water vehicles through streets that had become channels. Florida Lieutenant Governor Jay Collins visited Palm Bay to see the damage first-hand.

Background and Context

The Palm Bay flooding deaths are the grimmest turn in a disaster that began over the weekend. Rain fell across Brevard County from Sunday, November 1, through Monday, November 2, with Palm Bay recording 19.75 inches and parts of southern Brevard County receiving more than 20 inches, in what officials called a one-in-1,000-year rain event. Before the deaths were confirmed, the flooding had already forced school closures, a seven-county state of emergency and Election Day polling-place moves, but officials had reported no flood deaths. Tuesday's confirmation marked the point at which a historic rain event became a deadly one. Palm Bay, on Florida's Space Coast, is a fast-growing suburban city where flat terrain and low-lying neighbourhoods leave homes exposed when drainage systems are overwhelmed.

Palm Bay Flooding Deaths: What We Know

The Palm Bay flooding deaths raise the familiar question of how people end up in floodwater during a storm officials had warned about for days. Bennett was found in his truck in a flooded part of southeast Palm Bay, and his family said he died on Monday morning, at the height of the deluge. No official account has yet explained why he was on the road or how his vehicle became trapped, and it would be wrong to speculate from the limited facts available. What can be said is that driving through flooded roads is one of the leading causes of flood deaths in the United States, because water depth and current strength are hard to judge from inside a vehicle, and a stalled engine can leave a driver stranded in rising water within minutes.

The second death, that of Archie Richards, 78, remains less explained in the public record. The mayor's announcement gave no details, and no cause or location had been published beyond the identification. That gap is not unusual in the first days after a disaster, when families must be notified and causes confirmed, but it means the public picture of the two deaths is incomplete, and further updates from Palm Bay police or the city are likely to fill in those details.

Reactions and Official Response

Mayor Rob Medina's Tuesday press conference was the moment the disaster's human cost became official. By naming Richards and acknowledging that he was not sure whether further loss of life would be reported, Medina gave residents a frank assessment rather than a reassuring one. Florida Lieutenant Governor Jay Collins visited Palm Bay to survey the damage, signalling that the recovery, including road repairs, water-system restoration and school reopening, would need state support. No criticism of the rescue response had been published.

Why It Matters

The Palm Bay flooding deaths matter beyond Brevard County because they show how quickly a record rain event can turn deadly even in a state accustomed to tropical downpours. Florida's drainage, warning and rescue systems are built for heavy rain, yet they were tested here by totals beyond what they were designed to handle. The deaths also matter for the recovery: two families are grieving, hundreds of residents have been displaced or had homes damaged, and schools remain closed for a third day.

What Happens Next

The immediate next steps are recovery and accounting. Palm Bay and Brevard County officials will continue damage assessments, pump out flooded areas where possible, and restore water service and road access neighbourhood by neighbourhood. Brevard Public Schools will decide day by day whether campuses can reopen. Officials are also expected to release further details about both deaths. Longer term, the deluge will feed into questions about drainage, development and flood planning in southern Brevard County, and whether the city and county seek state or federal disaster assistance. US News Pulse will update this story as official announcements emerge.
