Indonesia has deployed more than 20,000 troops and security personnel to Jakarta as the country reels from a wiretapping scandal that has brought down three senior police generals, including a former national police chief who was serving as the president's chief of staff. The scale of the deployment and the palace's warning that the alleged eavesdropping could amount to treason have turned a police investigation into one of the gravest tests yet of President Prabowo Subianto's presidency.

Officials said on Wednesday, November 4, 2026, that 20,980 personnel had been mobilised: 2,100 in Jakarta from Monday, November 2, about 5,700 arriving Wednesday, and 13,140 on standby. No link to the wiretapping probe has been confirmed.

Key Points

• 20,980 troops and personnel deployed to Jakarta, with 2,100 in place since November 2, about 5,700 arriving November 4, and 13,140 on standby.
• Three senior police generals detained on Sunday, November 1, over alleged illegal wiretapping of President Prabowo Subianto.
• Former national police chief Gen. Listyo Sigit Prabowo is among the suspects; appointed presidential chief of staff last month, he was dismissed on November 4.
• The alleged wiretapping ran in 2025 and 2026 and also targeted ministers, politicians, journalists and business executives.
• The suspects face up to 10 years in prison on charges of illegal interception, unlawful access to electronic systems and deletion of data.

What Happened

Troops began moving into Jakarta on Monday, November 2, in a deployment officials said would total 20,980 personnel from the navy, marines, training centres and bases on Java and in Lampung province, according to Vice Admiral Yayan Sofiyan, the navy's assistant chief of operations.

The deployment was announced a day after police said in a televised news conference late on Tuesday that they had detained three senior police generals as suspects in the wiretapping investigation. Police named them as Gen. Listyo Sigit Prabowo, the former national police chief; Inspector General Ahrie Sonta Nasution, head of the National Police Legal Division; and Inspector General Eko Hadi Santoso, a senior instructor at the National Police Education and Training Institute. All three were detained on Sunday, November 1.

On Thursday, November 5, authorities said 6,770 police and military personnel had been deployed to secure a hearing involving former President Joko Widodo, called to testify in a defamation trial. Police stressed that the trial is unrelated to the wiretapping case and Widodo has not been implicated. State Secretary Prasetyo Hadi confirmed on Wednesday that Prabowo had dismissed Listyo as chief of staff, barely a month after appointing him on October 1.

Background: The Wiretapping Allegations

Police allege the unauthorised wiretapping took place between 2025 and 2026, after Prabowo had been elected president and while Listyo was still national police chief. Investigators say the suspects ordered the wiretaps without following proper procedures, intercepting the president's telephone conversations and those of a wider circle of targets, including ministers, politicians, journalists, civil society leaders and business executives.

The three generals face charges of unlawful interception of non-public communications, unlawful access to electronic systems and deletion of data, each carrying up to 10 years in prison. The case is striking for the rank of those accused: the National Police is one of Indonesia's most powerful bodies, and the idea that its senior officers turned surveillance tools against the head of state has shaken confidence in the force.

Indonesia Troops in Jakarta: A Show of Force or Routine Security?

The central question is whether the arrival of nearly 21,000 troops in the capital is connected to the wiretapping investigation. Officials have been careful not to draw that link. The armed forces describe the deployment as a routine procedure aimed at maintaining national security and territorial integrity, and military spokesman Muhammad Nas said the movement of troops was standard practice.

Yet the sequence of events invites scepticism. The first troops arrived on Monday, the day after the three generals were detained; the second wave arrived on Wednesday, the same day Listyo was dismissed. The palace itself has framed the alleged wiretapping in the gravest terms, saying the intercepts were being considered an act of treason that endangered state interests. For now, the capital remains calm, with no reports of unrest connected to the deployment.

Reactions and Quotes

State Secretary Prasetyo Hadi, speaking after Listyo's dismissal was confirmed, called the case "extraordinary" and said the actions of a "handful of rogue individuals" may amount to treason. By raising treason, the government signalled it regards the alleged wiretapping not as a routine abuse of office but as an attack on the state itself.

The presidential palace has likewise said the wiretaps were being considered an "act of treason" that endangered state interests, while stopping short of linking the troop deployment to the case. Police have said little beyond Tuesday's announcement, including whether further arrests are expected or any of the generals has responded publicly.

Why It Matters

The scandal matters far beyond the fate of three generals because it goes to who controls the instruments of state power in the world's third-largest democracy. Indonesia is Southeast Asia's largest economy and its most populous nation, with more than 280 million people, and its stability is a cornerstone of the region. A wiretapping operation aimed at a sitting president, carried out by the country's own police leadership, would breach the constitutional order.

For Prabowo, the episode is a test of authority barely a year into his presidency. A former special forces commander, he has presented himself as a leader who will impose discipline on Indonesia's institutions. The case also matters for press freedom: if journalists were among the targets, as police say, the surveillance would have monitored people whose job is to hold power to account.

What Happens Next

The investigation continues, and police have not ruled out further arrests. The three generals are expected to face formal charges before the case moves through Indonesia's courts. The deployment is set to continue, with 13,140 personnel on standby and no date given for the troops to return to their bases. The scandal is likely to prompt calls in parliament to review how wiretapping is authorised and what safeguards stop surveillance powers being turned against the country's own leaders.
