Iran has sent the United States a nuclear proposal through Qatar, a senior Iranian official told Reuters on Thursday, November 5, 2026, in the clearest sign yet that the two warring countries are testing a negotiated end to their nine-month war. The proposal comes with a condition that could decide whether talks move forward: Tehran says it will only be discussed after Washington meets its seven demands. Washington is reviewing the document, and Doha mediators are working to keep the exchange alive after talks ended without a breakthrough.

Key Points

• Iran has sent the United States a nuclear proposal via Qatar, a senior Iranian official told Reuters on Thursday, November 5, 2026.
• Tehran says it will only be discussed after Washington meets its seven demands, including ending the war, lifting the naval blockade and unfreezing Iranian assets.
• Washington is reviewing the proposal, and a draft deal is circulating after the Doha talks.
• Qatar and Pakistan are playing a very active mediating role, according to Iranian Foreign Minister Abbas Araghchi.
• The US-Iran war is in its ninth month, having begun on February 28, 2026.

What Happened

The proposal arrived through Qatar, the main channel between Washington and Tehran throughout the conflict. A senior Iranian official told Reuters on Thursday that Iran had sent the nuclear proposal to the United States via Doha, and that it was to be discussed only after Washington meets Tehran's seven demands. The official added that Washington is reviewing the proposal.

The message is the latest step in a fast-moving exchange of drafts and replies. Earlier in the week, Iran called the American response to its earlier plan "unconvincing", with Mohsen Rezaei, secretary of Iran's Supreme National Security Council, saying on X that Washington must "fully and explicitly address Iran's seven conditions and act upon them". He added: "Only in this case will the Strait of Hormuz be reopened."

Background: Nine Months of War and Months of Mediation

The US-Iran war is now in its ninth month, having begun on February 28, 2026. The conflict has spread from direct strikes to attacks on Gulf shipping, a naval blockade of Iranian ports, and a contest over the Strait of Hormuz, through which a large share of the world's seaborne oil travels.

In September, Iran put forward a seven-step proposal it has since condensed into a plan it says can be implemented within two days: Iran would reopen the Strait of Hormuz quickly if the United States lifted post-war sanctions, ended its naval blockade, restored oil-sale waivers and released frozen Iranian funds, including about $6 billion held in Qatar. Washington has insisted any deal must begin with a firm, verifiable commitment that Iran will not rebuild its nuclear programme.

Iran Nuclear Proposal: What Tehran Is Asking For

The seven demands come from Tehran's September plan: end the war, lift the naval blockade, grant oil-sale waivers, unfreeze Iranian assets, cancel recent sanctions, cut troop numbers and accept a new Iran-Oman transit route. Other reports add war reparations and an end to threats and interference.

The structure matters. By sending a nuclear document through Qatar while insisting it can only be discussed after the seven demands are met, Tehran wants relief first and nuclear commitments second. Washington has taken the opposite view, seeking a nuclear guarantee first and treating sanctions relief as the reward. That sequencing dispute has blocked every round so far, and the new proposal restates it rather than resolving it. What is new is the form: a written proposal, delivered through a trusted mediator and now under review in Washington, gives both sides something concrete to work from.

Reactions and Quotes

President Donald Trump has struck an optimistic tone in public. At the reopening of the Lincoln Memorial Reflecting Pool on Monday, he said a deal was "coming together very nicely" and that Iran wants a deal. He has also pointed to falling oil prices as evidence that markets believe the war is ending.

Vice President JD Vance said on Monday that Washington has made "progress" in talks with Iran. Asked whether Iran had been given a deadline before strikes resume, Vance said: "No, we haven't set deadlines." He added the United States has "no strict deadline" and that "we've had a number of good conversations with the Iranians". Vance also confirmed he sent a letter last week to Iran's security chief, Mohsen Rezaei; Trump said it dealt with help on medical supplies. Rezaei called the changed American tone a good sign but said he had not replied.

Why It Matters

The proposal matters because it is the first time in this round of talks that Iran has put a nuclear document on the table through the mediators, rather than simply responding to American drafts. Both sides now have written positions to compare, giving mediators a basis for a compromise text. It also matters for the global economy: oil markets have swung sharply on every twist in the talks, with crude plunging more than 7 percent in a single day earlier in the week on hopes of a deal. A settlement that reopens the Strait of Hormuz would ease prices; a collapse could send them sharply higher again. Politically, a deal would let the administration claim a diplomatic success after the midterms, in which Democrats who swept both chambers of Congress vowed to scrutinise the conflict.

What Happens Next

The question now is what Washington does with the proposal. American officials have not said when they will respond, and Vance's statement that there is "no strict deadline" suggests no hurry to answer publicly. The review will determine whether the document becomes the basis for a new round of talks or is sent back with counter-demands. Mediators are expected to keep working: Qatari officials have said both sides remain committed to the process, and a draft deal is already circulating. If the review produces a positive reply, the two sides could move quickly — Iran says its plan can be implemented within two days. If Washington rejects the sequencing, the talks could stall again, and the risk of renewed strikes, which Trump has not ruled out, would rise.
