Kozo Tashima, the honorary president of the Japan Football Association, has announced he will challenge Gianni Infantino for the FIFA presidency, setting up the first contested election for world football's top job in a decade and giving the sport's 211 member associations a genuine choice when they gather in Morocco next March.

Tashima, 68, confirmed his candidacy on Thursday, November 5, 2026, becoming the first Japanese candidate ever to seek the FIFA presidency and only the second declared challenger in the race, after former Tottenham Hotspur defender Ramon Vega announced his own bid in October. The election will be held on March 18, 2027, at the 77th FIFA Congress in Rabat, Morocco, where 106 votes will be needed to win.

Key Points

• Kozo Tashima, 68, honorary president of the Japan Football Association, will challenge Gianni Infantino for the FIFA presidency on March 18, 2027, in Rabat, Morocco.
• Tashima is the first Japanese candidate for world football's top job and the second declared challenger, after former Tottenham defender Ramon Vega.
• The Japan Football Association board voted unanimously, all 14 members, to back Tashima's candidacy.
• To reach the ballot, Tashima must win nominations from at least five of FIFA's 211 member associations by November 18, 2026, and pass an eligibility check.
• UEFA, which holds 55 votes, said on August 1 that it had no confidence in Infantino and is expected to back Tashima if he emerges as the only challenger.

What Happened

Tashima announced his decision on Thursday in Tokyo, where the Japan Football Association board had voted unanimously to endorse him. All 14 board members backed the bid, giving the candidacy the formal weight of Japanese football behind it from the first day.

The announcement makes the March 2027 election a real contest rather than a coronation. Infantino, 56, has led FIFA since 2016 and is seeking a fourth and final term. Until Tashima stepped forward, the only declared challenger was Vega, the former Switzerland international who played for Tottenham Hotspur and announced his candidacy in October.

Tashima led the Japan Football Association from 2016 to 2024 and has sat on the FIFA Council since 2015, giving him a decade of experience inside the governing body's top decision-making circle. Before moving into administration, he played as a forward for Japan.

Background and Context

FIFA, world football's governing body, represents 211 national associations and runs the World Cup, the most watched sporting event on the planet. Its president controls an organisation whose decisions shape the calendar, the money and the rules of the game in every country.

But his leadership has also drawn open criticism from inside the game. On August 1, UEFA, European football's governing body, said it had no confidence in Infantino, a rare public rebuke from a confederation that holds 55 of the 211 votes. The loss of confidence followed Infantino's attempt in July to sell private investors a stake in a new FIFA commercial entity that would hold rights including the World Cup.

The Asian Football Confederation, by contrast, promised Infantino its "full commitment" on October 23 in Tokyo, only two weeks before Tashima announced his challenge. That split frames the contest: Europe leaning towards change, Asia so far behind the incumbent, and the other confederations holding the balance.

Tashima's Challenge for the FIFA Presidency

Tashima framed his candidacy as a question of governance and trust. He said he wants to show the world "the integrity, soundness, and high moral standards" of Japanese football, presenting his country's reputation for clean administration as the core of his pitch to voters.

He also made the case for an election itself. Tashima called it "highly undesirable" for Infantino to win another term without an election, arguing that a leader who faces no opponent is never truly tested. He described the race as a test of "whether FIFA possesses the capacity for self-correction", a phrase that goes to the heart of the organisation's history: FIFA's deepest crises have come when power went unchallenged for too long.

Winning would require 106 votes, a simple majority of the 211 members. UEFA's 55 votes would be a powerful base if the European confederation follows through on its August statement and backs Tashima as the only challenger, but he would still need support well beyond Europe to reach a majority.

Reactions and Quotes

Tashima's own words set the tone of the campaign. "I want to show the world the integrity, soundness, and high moral standards of Japanese football," he said as he announced his run, casting his candidacy as an offer of a different style of leadership rather than a personal attack on the incumbent.

On the need for a contest at all, he was blunt: it would be "highly undesirable" for Infantino to win another term without an election. And on what is at stake, he framed the vote as a test of "whether FIFA possesses the capacity for self-correction", language that invites the member associations to judge the institution, not just the man.

A contested FIFA presidential election matters because the presidency decides how the world's most popular sport is run. The winner will shape the World Cup, the distribution of billions of dollars in revenues, the calendar that clubs and players live by, and the governance rules that decide who can hold power and for how long.

For a decade, FIFA elections have effectively been uncontested, with Infantino returned without a rival. A genuine challenger forces a debate the sport has not had in years: about commercial deals, about the balance of power between confederations, and about whether the reforms promised in 2016 have gone far enough.

What Happens Next

The immediate deadline is November 18, 2026, when Tashima must have nominations from at least five member associations.

After that, the eligibility check will run through the winter, with admitted candidates announced on February 18, 2027. The election itself takes place on March 18, 2027, at the 77th FIFA Congress in Rabat, Morocco, where the 211 member associations will vote and the winner will need 106 votes.
