The United States Department of Justice has launched a new Super Intelligence Task Force to prosecute criminals who use advanced artificial intelligence to commit fraud and carry out cyberattacks, the department announced on Thursday, November 5, 2026. The unit, known as DOJ-SITF, will target foreign governments, state-backed hackers, organised crime groups and companies misusing the technology the Trump administration now calls “super intelligence” instead of artificial intelligence.

The task force is the department’s first unit built specifically around the criminal misuse of AI. It will bring together criminal and civil cases, coordinate investigations across the department and US attorneys’ offices, and write guidance for prosecutors on charging AI-related crimes.

Key Points

• The Justice Department announced the Super Intelligence Task Force (DOJ-SITF) on Thursday, November 5, 2026, to fight AI-driven fraud and hacking.
• It will target foreign state and state-sponsored actors, transnational criminal organisations, and individual or corporate offenders who misuse AI.
• The task force is co-led by Associate Attorney General Stanley Woodward and Associate Deputy Attorney General Stephen Weiss, under a memorandum signed by Attorney General Todd Blanche on October 13, 2026.
• It absorbs the AI Litigation Task Force created in January 2026 and adds criminal enforcement, case coordination and prosecution guidance.
• No case, new offence or specific statute was announced with the launch, and Blanche has said he will not prosecute AI companies when no law has been broken.

What Happened

The Justice Department announced the task force in a press release on Thursday, November 5, 2026, saying its mission is to protect American taxpayers, critical infrastructure and national security from criminals who misuse AI to commit fraud and carry out hacks.

The unit will be co-led by Associate Attorney General Stanley Woodward and Associate Deputy Attorney General Stephen Weiss, under a founding memorandum signed on October 13, 2026, by Attorney General Todd Blanche. It absorbs the AI Litigation Task Force set up in January 2026 under former Attorney General Pam Bondi, and extends that unit’s civil-litigation work into criminal enforcement.

The new unit will organise criminal and civil cases involving the misuse of AI, resolve conflicts between investigations across Justice Department components and US attorneys’ offices, and develop guidance on prosecuting unlawful AI-related conduct. It will also be the department’s main point of contact with the White House Super Intelligence Force, chaired by Director of National Intelligence Jay Clayton, which has 120 days from early October to report on the technology’s risks and rewards.

Background: From the AI Litigation Task Force to Criminal Enforcement

In January 2026, then-Attorney General Pam Bondi created the AI Litigation Task Force, a civil-focused unit that handled the government’s court cases involving the technology. The Super Intelligence Task Force takes over that work and adds something the earlier unit did not have: criminal prosecution.

The shift reflects how the administration talks about the technology. On September 29, 2026, President Donald Trump signed Executive Order 14434, under which the executive branch now uses the term “super intelligence” — abbreviated SI — instead of “artificial intelligence” in federal documents. The White House Super Intelligence Force, created in early October and chaired by Clayton, has 120 days to report on the technology’s risks and rewards.

Super Intelligence Task Force: What It Will Do

The task force’s remit is broad. Its targets include foreign state and state-sponsored actors who use AI to attack American systems, transnational criminal organisations that deploy it in fraud schemes, and individual or corporate offenders engaged in fraud or other unlawful conduct involving the technology. In practice, that is likely to mean AI-enabled financial fraud, deepfake impersonation schemes and automated phishing, hacks in which AI finds and exploits vulnerabilities in critical infrastructure, and the theft or misuse of AI systems themselves. The department has not said how many prosecutors or agents will staff the unit.

Reactions and Quotes

Attorney General Todd Blanche framed the task force as a partnership with the White House body overseeing the technology. “SI development will continue to be powered by American innovators,” Blanche said in the department’s release. “The SI Task Force at the Department of Justice will facilitate our partnership with Super Intelligence Force Chair Jay Clayton as we ensure critical SI technologies serve the American people and are not manipulated by bad actors at home or abroad.”

Associate Attorney General Stanley Woodward, one of the two co-leaders, tied the unit to the department’s core mission. “As technological capabilities evolve, the DOJ-SITF will advance the department’s mission to make America safe,” Woodward said.

Associate Deputy Attorney General Stephen Weiss, the other co-leader, stressed the department’s duty to deter misuse and push companies to keep their systems under control. “The department also has a responsibility to utilize law enforcement tools at our disposal to deter improper use of SI, harden regular reporting on SI risk and response, and ensure companies exercise vigorous internal controls so that SI technology behaves as intended,” Weiss said.

Why It Matters

The creation of a dedicated task force signals that the federal government now treats AI misuse as a distinct category of crime, not just a new tool for old offences. Fraud and hacking have always been prosecuted; what has changed is the scale and speed at which AI lets criminals operate, and the difficulty of tracing attacks generated, adapted and launched by machines. For consumers and businesses, the stakes are concrete: AI impersonation scams have already cost victims billions, and AI-assisted hacking threatens the power grid, hospitals and financial systems it is meant to protect.

What Happens Next

The first test will be its first cases. The department has not announced any charges, and it may take months before the unit’s work reaches a courtroom, as investigators build cases that can survive the technical complexity of AI-generated evidence. The White House force’s 120-day deadline, set in early October, falls in early 2027, and its findings are likely to shape how the unit is resourced and directed.
