More than 850,000 people across Ukraine woke up without electricity on Sunday, November 8, 2026, after Russian strikes hammered the country’s energy grid overnight. The blackouts, concentrated in the Dnipropetrovsk and Kharkiv regions, arrived with the first snow of the year and days before US-brokered talks in Abu Dhabi — a deliberate squeeze, President Volodymyr Zelenskyy said, designed to pressure Kyiv into concessions.

Key Points

• Russian strikes on Ukraine’s energy infrastructure overnight into Sunday, November 8, 2026 cut power to more than 850,000 people.
• Power company DTEK said more than 600,000 residents in the Dnipropetrovsk region lost electricity, and another 250,000 in the Kharkiv region.
• A Russian drone strike on a Dnipro suburb killed one person, and all traction substations in Dnipro were de-energised, halting electric transport in the city.
• Russia’s Defence Ministry said it also hit a power substation in the Zhytomyr region and a container ship near Odesa.
• President Volodymyr Zelenskyy said the strikes aimed to pressure Kyiv ahead of US-brokered Ukraine-Russia talks in Abu Dhabi on November 10-11.

What Happened

The attack unfolded overnight into Sunday, striking energy facilities in several regions at once. In Dnipropetrovsk, a night attack damaged important energy facilities and cut power to more than 600,000 residents across the Pavlohrad, Samarivskyi, Kamianske and Dnipro districts and the city of Dnipro itself. In Kharkiv, a strike on a critical infrastructure facility left another 250,000 people without power. A Russian drone hit a suburb of Dnipro, killing one person.

In Dnipro, the damage went beyond homes and businesses: every traction substation in the city was de-energised, leaving no electric transport running. Engineers from DTEK, Ukraine’s largest private power company, began working to restore supplies, but the company warned that repairs were “complicated by repeated attacks” — a reference to Russia’s pattern of striking the same facilities again while crews are still at work.

Background/Context

Russia has targeted Ukraine’s power grid through the autumn, and the campaign has intensified as winter approaches. Just two nights earlier, Russia fired 36 ballistic missiles at Kyiv and its region and 172 drones across the country, wounding at least nine people and damaging energy facilities and Kyiv’s Northern Bridge. President Zelenskyy said on Saturday that preliminary examinations showed Russia had used North Korean-made KN-23 missiles to hit a key Kyiv energy facility in that attack.

The timing is not accidental. Negotiators from Russia, Ukraine and the United States meet in Abu Dhabi on November 10-11 for the fourth round of Trump-brokered talks, the first since Geneva in February. Zelenskyy has argued that Moscow is using the grid as leverage — turning off the lights and heat in Ukrainian cities to force concessions. Roughly 40 percent of buildings in Kyiv had no heating as of Saturday, according to CNN, as the first snowfall arrived.

Ukraine Power Outage Deepens as Winter Arrives

The scale of Sunday’s outage underlines how exposed Ukraine’s energy system remains as temperatures fall. The Dnipropetrovsk region alone lost power for more than 600,000 people — one of the largest single-night outage figures of the autumn campaign. Combined with the 250,000 cut off in Kharkiv, the total passed 850,000.

Winter is the cruellest season for this kind of warfare. Without electricity, heating systems, water pumps and hospitals all falter, and repair crews must work in freezing conditions under the threat of follow-up strikes. Kyiv’s mayor has already called the capital’s energy situation “extremely difficult”, and energy officials have warned that damage to the transmission networks carrying power from nuclear plants has made the grid harder to stabilise. With snow now falling, every hour without power is felt more sharply in homes across the east.

Reactions/Quotes

DTEK, which operates much of the grid in the affected regions, said its engineers were working to restore power as quickly as possible, but cautioned that repairs were “complicated by repeated attacks”. The company has spent the war rebuilding substations and lines that are hit again and again, and its crews have repeatedly worked through air-raid alerts to reconnect neighbourhoods.

President Zelenskyy said the strikes were aimed at pressuring Kyiv ahead of the Abu Dhabi talks, framing the blackouts as a negotiating tactic rather than a purely military operation. Russia’s Defence Ministry, for its part, confirmed the strikes on energy infrastructure, saying it had also hit a power substation in the Zhytomyr region and a container ship near Odesa. The ministry did not comment on the civilian toll.

Why It Matters

Energy is now the central front of the war as winter sets in. A blackout is not just an inconvenience: it shuts down heating in apartment blocks, stops water pumps, closes schools and forces hospitals onto generators. For the more than 850,000 people cut off on Sunday, the outage arrived with the first snow — the moment when losing power stops being uncomfortable and starts being dangerous, especially for the elderly and for families with small children.

It also matters for the diplomacy. If Moscow can darken Ukrainian cities at will, it gains leverage over the Abu Dhabi talks. Kyiv’s argument, made repeatedly by Zelenskyy, is that the strikes prove Russia is negotiating in bad faith. Whether Washington and Kyiv’s European partners answer with more air-defence systems, as Zelenskyy has urged, will shape how much of this winter Ukraine spends in the dark.

What Happens Next

Repair crews will work through Sunday to reconnect the Dnipropetrovsk and Kharkiv regions, but DTEK’s warning about repeated attacks suggests restoration could be slow and partial. Ukrainian officials are expected to publish updated outage figures as damage is assessed, and emergency power schedules may be extended in the worst-hit districts.

All eyes now turn to Abu Dhabi, where negotiators meet on Tuesday and Wednesday. Zelenskyy has said Ukraine will not trade territory or sovereignty for a ceasefire, and the overnight strikes are likely to harden Kyiv’s position. The talks are the fourth round brokered by the Trump administration — but they open with Ukrainian cities dark and cold after another night of strikes.
